Daugaard Flying Across State Tuesday for Three-Town Campaign Kick-Off

David Montgomery noted with amusement that Governor Dennis Daugaard submitted nominating petitions Tuesday for a re-election campaign that did not yet officially exist. Governor Daugaard will make that campaign official next week Tuesday, flying across the state to kick off his re-election bid. The Governor announces he'll make these three stops.

  • Sioux Falls - Holiday Inn City Centre Palisades room - 9:30am CDT
  • Rapid City - Black Hills Visitor Information Center main room - 1:00pm MDT
  • Pierre - Ramkota Amphitheater II - 5:15pm CDT

Note that Daugaard will be flying back into Pierre just in time to strafe any straggling candidates scrambling to get to the Capitol before Tuesday's 5 p.m. deadline to submit nominating petitions. Incoming!

    Exactly my point, Loren. They confront corruption and do something about it. They also have open record and freedom of information laws that make it possible. While millions of state dollars are funneled into corrupt, larcenous schemes, South Dakota hides in its self-delusions.

    Chicago is not so far from South Dakota. Dennis Daugaard was (is) a Chicago lawyer AND the House Majority Leader (the guy Montgomery pointed out voted more often with Democrats than Republicans) David Lust also worked at a Chicago law firm.

    Question for Cory....ok, I'll bite at your bait. You didn't have to say Daugaard has not declared his candidacy ....but I think you are on to something. SDCL 12-6-8 says he can't gather petitions until he declares....right? So aren't all of his petitions invalid?

    Perhaps David's and my "officially" was a bit off the mark. Take a look at your nominating petition, Lora: at the top, you'll find the language that declares your candidacy. That's the formal, signed declaration to which SDCL 12-6-8 refers. Press events like Dennis's Tuesday announcements are not a statutory requirement.

    Cory...I disagree...there is separate form that needs to be signed declaring that you a candidate...one which I don't think Daugaard has signed. You probably would not know about it unless you have run for office...

    I ran for school board a couple times: only declaration I had to sign was on my petition. Are you talking about a campaign finance form? Which statute specifies? Which administrative rule offers the form?

    I followed all applicable campaign law when I ran for school board in 2008 and 2011. I'm not running for anything this year. Are you asking whether my discussion of candidates on this blog falls under the jurisdiction of campaign finance law? If so, that's a different question from the earlier question about Daugaard's declaration of candidacy.

    Sorry Cory....I am asking another question. I shot that comment out before I saw your response to an earlier post. My computer had not updated. I have 2 questions bugging me: Did Daugaard file the Statement of Organization that governors must FILE before they can start gathering signatures? I have the information at home and need to view it again...I just thought you would know.
    And then I asked another question on a law I feel is anti-freedom of speech...the link I provided.

    Team Daugaard filed its statement of organization February 1, 2013:

    SDCL 12-27-3 requires that a candidate file a statement of organization "not later than fifteen days after becoming a candidate pursuant to this chapter."

    SDCL 12-27-1 defines "candidate" as "any person who seeks nomination for or election to public office, and for the purpose of this chapter a person is deemed a candidate if the person raises, collects, or disburses contributions in excess of five hundred dollars; has authorized the solicitation of contributions or the making of expenditures; or has created a candidate campaign committee for the purpose of obtaining public office. The person is also deemed a candidate if the person has taken all actions required by state law to qualify for nomination for or election to public office."

    Daugaard obviously had to file a statement of organization last year because his campaign fund was raising and spending more than $500. But the statute above tells me that a candidate who's not raising significant money yet need not file a statement of organization until 15 days after submitting those petitions. Filing a statement of organization is not a precondition for gathering nominating petition signatures.

    Really? You don't think he signed it? Really? Why would you think he didn't? What evidence do you have he didn't?

    Absolutely none. The Governor submitted 4,000 signatures which has on its very form the "Declaration of Candidate." (this is separate for the declaration related to raising funds. I'm sure this confuses you too).

    Lora, you would know that if you didn't keep losing your petitions. Are you sure you have run for office before?

    If you throw out such obviously stupid comments, why should anyone think anything you say is remotely reputable?

    The fact you'd even contemplate the Governor and his campaign wouldn't know such a basic thought only proves one thing: Those who are stupid think everyone else is stupid.

    You made a wholly unsubstantiated charge against the Governor (Didn't sign a declaration of candidacy). A charge which if you had done two minutes of research (that is what it took me to look on the Secretary of State website) you couldn't have made.

    Especially as a person who claims to be a Christian and wants to run for the highest office in our state, a minimal amount of integrity to make only charges you can substantiate is not unreasonable.

    If the "garbage" you are finding out is the result of this level of honesty and homework, it is just one big lie. No wonder you see Hitler everywhere, he lives in your heart.

    Your continued slurs and untruths against the Governor belies one who is very marginally intelligent, deeply disturbed or evil person.

    Don't worry about Troy, he is often wrong. Read about his support and justifications for Phil Jensen on the Madville Times blog Jensen Opposes, Civil Rights Laws and how in the end he had to back off.

But Troy is right about the issues raised in the questions here in the comment section: Daugaard violated no law that I know of in filing his statement of organization or in circulating or filing his nominating petition. (Roger, Troy can be wrong about Phil Jensen's words but right about Lora Hubbel's. :-) )

    Troy, relax and show some respect for Lora. You don't hold a candle to the Madville Maniacs. They at least are not degrading and doing a character assassination on a woman that has a very good chance at beating your candidate. All Lora was doing was raising a question. There are so many rules and laws that go into filing for a race. Even the Governor wouldn't appreciate how you are lashing out at her and you are not even man enough to state your last name. I think the real reason you are so upset is because she is exposing the EB-5 scandal and the corruption that is going on in Pierre with crony capitalism among many other things that she will be bringing to light. Yes Troy, the truth hurts. I am sure Lora would gladly accept an apology.

    We'll find out soon enough whether Lora Hubbel will make it a primary for governor. After nearly beating Deb Peters 2 years ago, Peters has got to be breathing a sigh of relief that Lora is not challenging her for senate again.

    Even though Rounds is definitely favored to win the Republican primary (assuming no further major EB5 stories come out between now and June), at best he will garner between 45 to 55% of the vote - and what will that other 55 to 45% of the vote in the Senate race do when it comes to the Republican gubernatorial race? Well, do to the Rounds/Daugaard association and the whole GEOD/EB5 thing, I will allege that most of them will vote for Hubbel out of sheer protest….. I think the Republican gubernatorial primary race is going to be much closer than it should be….. and then if more major EB5 stories come-out before June, then who knows?…. How does Governor Lowe or Governor Wismer sound to you?

    Troy, sorry for the comment about you backing off on your support over Jensen. Somehow I thought that that wasting your time in supporting him was backing off. If I had political spin dictionary I probably would have been able to figure it out. I'm still having a problem figuring out how someone that promotes racist or bigoted is legislation is not in fact a racist or bigot. Gotta buy me a spin dictionary, huh?
    Cory it is true that Troy can be wrong on Jensen, but right on Hubel, but don't tell him that.
