Jensen Demands Jackley Act Against Sneaky Teachers Reading Other State Standards

Senator Phil Jensen (R-33/Rapid City) has found a nice safe conservative bunker from which to fire his first post-election paranoia grenades. Senator Jensen says the state Board of Education is breaking a new state law that he co-sponsored in the 2014 Legislative session to deliver us from the evil of K-12 curriculum standards created in other states.

The law in question is SDCL 13-3-48.1, created by this year's Senate Bill 64, which reads in relevant part,

Prior to July 1, 2016, the Board of Education may not, pursuant to § 13-3-48, adopt any uniform content standards drafted by a multistate consortium which are intended for adoption in two or more states. However, this section does not apply to content standards whose adoption by the Board of Education was completed and finalized prior to July 1, 2014. However, nothing in this section prohibits the board from adopting standards drafted by South Dakota educators and professionals which reference uniform content standards, provided that the board has conducted at least four public hearings in regard to those standards [SDCL 13-3-48.1, enacted 2014.07.01].

The action in question is the creation of new science and social studies standards. Senator Jensen, similarly archly conservative Rep. Elizabeth May (R-27/Kyle), and some Common Core opponents went to the Board of Education meeting Monday to say those new standards are linked to Common Core. According to the intrepid Bob Mercer, the standard opponents used words like “communist,” “evolution,” “leftist,” “climate change” and “environmentalism” in their expressions of opposition.

Never mind that the South Dakota teachers who worked on the social studies standards read SDCL 13-3-48.1, read a lot of documents, and drafted their own darn standards:

Much of the proposal is based on the state’s existing standards, but the revision committee injected old priorities with their own experience and new research, [DOE specialist Sam] Shaw said. The group also consulted the C3 Framework, a collaborative effort between states and the National Council for Social Studies to improve the rigor of social studies classes and align with the Common Core State Standards.

Lawmakers passed a two-year ban last year on the adoption of “any uniform content standards drafted by a multistate consortium which are intended for adoption in two or more states.”

Aware of the stipulation, the 2014 Social Studies Content Standards Revision Committee did not adopt the C3 Framework, instead using its philosophies to inform the standards-writing process, Shaw said.

“Anything we used was primarily for reference,” Shaw said. “Each and every individual standard was approved by the teachers” [Patrick Anderson, "Social Studies Standards Urge More Analysis," that Sioux Falls paper, 2014.11.17].

And ditto the science standards:

The proposed science standards are unique to South Dakota and give flexibility to teachers at the local level, Shaw said.

Shaw and his fellow committee members used the Next Generation Science Standards as a framework for creating standards, but the components were made to fit South Dakota's education needs, Shaw said [Patrick Anderson, "State Science Standard Proposals Draw Concern," that Sioux Falls paper, 2014.09.15].

Evidently when the Legislature forces teachers to engage in the charade of codifying all of their art into lengthy bullet-point standards documents, Senator Jensen and other conservative allies also expect teachers to ignore the vast body of knowledge, research, and paperwork already generated by their colleagues in other states and reinvent the standards wheel. (Senator Jensen is creating another moment in which South Dakota teachers will say to the Legislature, "You don't pay us enough to put up with this B.S.")

Senator Jensen said he's going to sic the Attorney General on the Board of Education for this violation, because oh my, an economic-development official scamming the state out of over $100 million on an illegal contract doesn't warrant lifting a finger, but teachers reading plans from other states need to be investigated right now!

Such is the nuttiness Senator Jensen and his fellow Republicans have in store for the 2015 Legislative session.

    The reason teachers are not paid enough is because money is being spent on standards that are used to control teachers. Wake up Cory.

There is little in the way of change in our educational system and
    our society to which the professors at Teachers College didn't apply themselves. Dewey's disciples Harold Rugg, George S. Counts, and William H. Kilpatrick provide good examples of where Wundtian psychology was taking the teachers of our teachers.'

    For years South Dakota students excelled in science on standardized tests. The state was at or near the top of the nation. This is one area where South Dakota could have provided leadership during development of nationwide standards. But, no, the know-nothings don't want South Dakota students to be the best. They want them to be dumb and vote Republican.

    One reason why South Dakota students do so well is that our teachers and districts aren't afraid to adopt the best curriculum, engage students in experiments and help them understand how to think like a scientist. That means having an open mind, and questioning received wisdom. And it means adopting good ideas from wherever they come from.

    I've got news for Jensen. Just about everything that South Dakota does in education comes from somewhere else. I don't think South Dakota districts publish their own textbooks. If Jensen only wants students to be taught things uncontaminated by other states, then he's going to be subjecting students to 8 periods of dead air.

    It seems Jensen and people of his ilk hate the fact that South Dakota students make good scientists because they don't restrict themselves to being as narrow minded as he is.

    In the 1920s, Reconstructionists like Counts and Harold Ordway Rugg argued that high schools should be incubators of the social regimes of the future. Teachers would instruct students to “discard dispositions and maxims” derived from America’s “individualistic” ethos, wrote Counts. A professor in Columbia’s Teachers College and president of the American Federation of Teachers, Counts was for a time enamored of Joseph Stalin. After visiting the Soviet Union in 1929, he published A Ford Crosses Soviet Russia, a panegyric on the Bolsheviks’ “new society.” Counts believed that in the future, “all important forms of capital” would “have to be collectively owned,” and in his 1932 essay “Dare the Schools Build a New Social Order?,” he argued that teachers should enlist students in the work of “social regeneration.”

    Research on the National Council of Social Studies:

    Like Counts, Rugg, a Teachers College professor and cofounder of the National Council for the Social Studies, believed that the American economy was flawed because it was “utterly undesigned and uncontrolled.” In his 1933 book The Great Technology, he called for the “social reconstruction” and “scientific design” of the economy, arguing that it was “now axiomatic that the production and distribution of goods can no longer be left to the vagaries of chance—specifically to the unbridled competitions of self-aggrandizing human nature.” There “must be central control and supervision of the entire [economic] plant” by “trained and experienced technical personnel.” At the same time, he argued, the new social order must “socialize the vast proportion” of wealth and outlaw the activities of “middlemen” who didn’t contribute to the “production of true value.”

    So there we have the birth of crony capitalism. The transition to the Soviet model is now taking another step with this C3 framework. And it fits nicely with Daugaard's workforce development plant that pushes collaboration with education (College), business (Career), and government (Civics).

    We no longer have education and teachers. We have facilitators developing skills for the human capital needed by the crony capitalists' "planned economy" (they use that label instead of socialism or communism). And they are going to pay the "facilitators" no more than they have too, just like factory workers.

    Steve and Cory and Phil Jensen are all correct. Common Core is a joke and we are going to lose teachers because of it. I just had to put my daughter in second chance for Algebra 2 because she was at 44%. She had given up on Math and was very stressed out and miserable. There are many kids just like her going through the same thing. It took me a month to get her in because they have a waiting list of 35 students. Common Core is a money making proposition by Pearson Education Corporation and what do Governors know about standards. It was all about the money and they took it. Thanks Mike Rounds, Dennis Daugaard and the people who voted for them. Next time think about the children and teachers before your political party label.

    Larry, Common Core will be out the door with within 5 years. The hundreds of millions of dollars that is being spent on Common core curriculum and testing, workshops, etc could have gone to teacher salaries. Cory had a great article on CC that was published in the SD Magazine. He even endorsed the Tea Party with their stance against it.

    You are incorrect on one thing Larry, some of the cars are big and expensive or small and expensive. They are few, but they exist in Rapid City. Take a look at the names that give big donations to Daugaard and the rest of the cabal. I am quite sure you could cross reference them to the rides they own.

    The streets are really amazing though. I visited out in Rapid Valley not so long ago. One stretch of street that was quite long, was so bad that it was impossible to go 20 or you would bottom out. It was more of an amusement ride than a city street. They say it was built by a developer by the last name of Estes. I think it was the same one that was involved with one of those questionable land deals with the state.

    Larry it just shocks me how these guys get elected. I mean I could see it in the deep South but here in South Dakota? It doesn't say much for those who voted them in. I'd be curious how many RV out of stater residents voted for this guy and then we have others that were elected that are either involved in covering up corruption, kicking the can down the road regarding issues, trying to legislate away people's rights or infuse religion into our government.

    In An Introduction to Problems of American Culture, his 1931 social studies textbook for junior high school students, Rugg deplored the “lack of planning in American life”:

    Repeatedly throughout this book we have noted the unplanned character of our civilization. In every branch of agriculture, industry, and business this lack of planning reveals itself. For instance, manufacturers in the United States produce billions’ of dollars worth of goods without scientific planning. Each one produces as much as he thinks he can sell, and then each one tries to sell more than his competitors. . . . As a result, hundreds of thousands of owners of land, mines, railroads, and other means of transportation and communication, stores, and businesses of one kind or another, compete with one another without any regard for the total needs of all the people. . . . This lack of national planning has indeed brought about an enormous waste in every outstanding branch of industry. . . . Hence the whole must be planned.

    Rugg pointed to Soviet Russia as an example of the comprehensive control that America needed, and he praised Stalin’s first Five-Year Plan, which resulted in millions of deaths from famine and forced labor.

    Steve, you know I agree with you that all this fuss over standards is a waste of my good teaching energy. I have yet to meet a set of standards (or the interminable time spent in meetings reviewing, recomposing, and documenting them) that helps me walk into my classroom the next day or the next year and help students learn better.

    Here's the immediate issue: Jensen could be attacking a hundred different problems to make South Dakota better. He chooses to thump his chest and demand AG action over a potential violation of a new law which the teachers and bureaucrats involved have very consciously, conscientiously, and transparently tried to follow and as far as I can tell have followed. Jensen's complaint makes about as much sense as requiring all schools to use buses built entirely in South Dakota and then punishing a school district that saves money by buying cheap spare parts built in Michigan. Meanwhile, Joop Bollen, James Park, and who-knows who else flagrantly flout state law and policies to divert millions of dollars from state coffers to private pockets, and Phil Jensen says nothing about that. Priorities!

    Steve, you know my optimal solution would be for the Legislature to simply end the whole standards hamster wheel, pay teacher what they are worth, and let teachers teach. But if they aren't going to do that, they let the teachers write their standards and stop trying to turn it into a diverting culture war.

    Cory, the teachers are not writing the standards. They are plagiarizing existing multi-state standards. The teachers participating in this process are being used as political pawns, and perhaps they are doing so expecting they will be rewarded later. Second possibility is that they really think this is the way to go.

    Second, Social Studies is the rabbit hole. We all been there, and most have yet to deprogram.

    And third, you have yet to understand the research that ties the education system into the crony capitalism that includes the EB-5 scandal. See my second point for why there is this lack of understanding.

    Reading Sibby is like sniffing airplane glue. For a brief time, there is euphoria, followed by expectations, and then as the glue dries, the effectivness of the high also is gone.

    I never liked sniffing glue. It was messy, and it gave me a headache. Sibs a lot like that.

    First of all, Les, how would you suggest we word Step 1?

    Fill in the blanks:
    "We admitted we were powerless over ----------- and that our --------------- had become unmanageable.

    And second of all, what are you doing trying to take someone else's inventory? Step 4 is none of your business unless you're asked to be a sponsor. You don't just get to butt in uninvited.

    And we haven't even talked about the higher power part, except I'll note that you even managed to screw that up by using the G word. There's only as much God in AA as the person doing it wants there to be, even if that means none.

    So, I'm thinking your whole idea is bogus and that you're just using what is a sacred trust for some people to make a cheap, smart ass point here for no particular reason.

    In 2008 after the Republicans took a beating by Democrats that elected President Obama, the RNC hired Michael Steele as their director.
    The first thing Steele said was that he was going to put the Republicans on the 12 Step program, it didn't work well for them since President Obama easily won reelection.
    I have seen the AA 12 Step program used for other addictions like gambling, but it is impossible the 12 Step template for politics, ask Michael Steele.
