An hour and a half of riveting testimony and vigorous committee debate resulted in stalemate for the tan ban last week. House Bill 1166, a bill to ban minors from tanning beds, got its first hearing before House Health and Human Services last Thursday. The committee heard seven proponents and five opponents, including two lobbyists for the South Dakota Tanning Salon Association (yes, there is such an association). Committee members considered amendments to lower the ban age to under 14, to allow 14- to 18-year-olds to tan with consent from a parent and a physician, and to allow those teens to tan with just a note from a parent. The latter amendment came close to passing, but foundered, like the bill itself, on a 6–6 vote. Chairman Scott Munsterman, unable to secure one more vote, had to defer his bill to February 19.
The stalemate happened because HHS committee member Rep. Lynne DiSanto (R-35/Rapid City) skipped work Thursday. That's too bad, because Rep. DiSanto, Rapid City's maven of modeling, knows a thing or two about young women and fake tans. Rep. DiSanto surely could have shone a fierce professional light on the issue and helped the committee come to a decision.
So when Rep. DiSanto comes to committee Thursday, how will she tilt the vote? Will she pick up Teen Vogue and deem fake-baking the new smoking? Or will Rep. DiSanto stand for carcinogenic liberty with her bronzed commodities and Facebook Likes?
p.s.: Eleven states ban minor use of tanning beds. 41 states have some sort of minor-tanning regulations. South Dakota has no such regulations.
pp.s.: So if the Legislature passes both HB 1166 and HB 1212, which defines embryos as minors in an attempt to ban abortion, will that mean pregnant women won't be able to use tanning beds?

Thank God a serious bill is being worked on in Pierre! Representative DiSanto, will I still be able to carry my Glock G32 in the tanning booth so that I may feel safe from Obama and fence-jumping immigrants? If I can't, will you please pass such a law? I must be protected at all times by exercising my 2nd Amendment rights.

Lee, I don't think we Dems need to resport to biological warfare just yet. But if the Republican conception of liberty continues to revolve around smoking, tanning, and driving while texting, maybe the Dem majority will arise from natural selection.
It appears the industry will take a 10% hit maximum if an 18 and under ban passes. Either the industry figures out a way to adapt to the changing market or they go the way of blockbuster videos. This issue is fourfold: business and free market, health and responsible parenting. In trying to get good info on this industry in SD it appears there are half the number of tanning salons as there were at the peak. Owners blame taxes. I don't buy it. There is a significant downward trend in this industry without govt regulation and tax changes.
I'm glad Lynne stayed home-- doc says flu or pneumonia could do me in. We can vote on tanning beds when she feels better.

Tanning beds are not safe. However,in keeping with wingnut philosophy,it is better to allow free market approach on one end and then deny tens of thousands of South Dakotans health care at the other end. Let 'em burn and make them suffer.

Nice of you stop by and contribute to the discussion. I suspect Cory's ideology may differ from yours, but that doesn't translate into a lack of credibility on his part. I may like coke and you like 7-up, but that doesn't mean we are not credible. If you want to criticize a comment section, you should start with the anonymous echo chamber Pat Powers allows at his site. At least Cory requires people to ID themselves to him. The resulting level of decorum and thoughtful discussion at this site is far superior to that at the DWC where RINOS supposedly lurk behind every bomb that gets tossed over there. If you don't believe me ask Troy Jones or Lee Schoenbeck and I'm quite certain they will agree.

Seems you have this politician thing down. First you claim you never come to this blog, and now you are trying to justify coming. So I suppose you were against this blog before you were for it... or something like that.
Second, you claim you don't have tolerance who attacking those who have the courage to try and make a difference, yet you immediately come out against Cory and his blog which shows you honestly don't care about those trying to make a difference. In case you are willfully ignorant, I'll remind you that it was Cory that researched and reported on fraudulant signatures being used in the Bosworth campaign - so unless you don't think that integrity or honesty matter in politics, then you'll have to admit Cory is in fact making a difference. That is but one small example of many, but trust me... Cory does make a significant difference even though much of it might not align with your political viewpoints.

I share Rep. May's preference for conversation by name. I share her respect for those who try to make a difference. I just wish Rep. What the Republican party is doing in Pierre is almost criminal. Crazy gun laws being proposed, a Governor who cares more about roads and bridges for big business then about education.

Elizabeth May is what happens when Native Democrats on the Pine Ridge Indian Reservation don't vote. She is the poorest example of the kind of representation the reservation needs.
Demanding people's names on any blog is beating a dead horse and usually isn't relevant to their comments to began with and has little to do with their character or credibility.

I'm not rude, I don't attack other commenters, and I have some good ideas that would be helpful to SD, a state very dear to me and my home for the first 50 years of my life. Rep. Hickey makes an interesting point about the industry in decline. I share his doubt about blaming taxes. I can easily Google up articles about tanning going out of style over the past decade. I am of the impression that fewer people are hitting the tanning beds as hard as they used to. (Say, when did these tanning beds really take off?)

Tanning beds are very last century. They have fallen out of favor just as sitting in the sun for hours has. Now for the best 15 years, spray tans are preferred. Tanning parlors have gone the way of 8 track cassettes and giant boom boxes. This simple fact may account for the dwindling of tanning beds, plain and simple. Some parts of the country move on slower than others..

Roger, it seems that Republican legislators believe it's nobody's concern than their own how they vote and behave when they're in those hallowed halls of our State Capitol (and cuttin' it loose at night at the Ramkota bar and the Hop Scotch). As to ending corruption, in Pierre that would be viewed as a job killin' affront to their Holy Job Creators.
It's funny, because their campaign literature portrays them as patriots who are for education, jobs, lower taxes and less guv'mint. It must mean they're for only as much guv'mint as it fills their pals' pockets and keeps those pesky Dam'crats on the rez from voting.

It wasn't lost on me how quickly May saying Cory and Madville posters had no credibility to praising him and ultimately making suggesting, all while artful dodging direct questions about her own credibility on her ethics committee vote. We all that when you change gears too quickly you can strip your transmission.
By not voting for the reinstatement of the ethics committee, I put May in the pro-corruption category.
I want to offer a little support to those who use pseudonyms.
Sometimes there are very good reasons for protecting one's identity that have nothing to do with the writer's moral courage. I do not have less respect for a comment because the writer uses a pseudonym. I judge by the quality of their comment.
I take Grudz with a shaker of salt. That's not because he uses a pseudonym. It's because I believe he enjoys being a provocateur and doesn't always believe what he writes.
On the other hand, I have high regard for BCB because his comments are smart and reasonable.
On my third hand is SS. He uses his full name and he is just plain nuts! I don't read his comments at all. Life is too short to bother with him.

I am wondering, Rep DiSanto has three minor children. She feels that who tans should be dictated by their parents' wishes. It should not be mandated by the "nanny" state. How does she feel, given that there are minors involved - Should parents be the ones to stop their children from buying a bottle of vodka if their are no laws prohibiting the sale of alcohol? What about cigarettes. Where do you draw the line. It has been a loooong time since I was a minor, but I remember sneaking cigs and booze from my parents even though they were not allowing it. Good luck in getting total compliance from teenagers on anything they really want. In a perfect world………..
