Some of those attendance rates suggest RST council members come from the Kristi Noem school of government.
Not helping attendance this week: the fact that both RST President Cyril Scott and Vice-President William Kindle are down with pneumonia, leading to the cancellation of this week's meetings.
Those last 4 didn't even make it half the time. I wonder what the deal was? Illness, transportation problems, just didn't give a damn?
I wonder what percent of Congess would receive an F for 2013?
